About ShineEye
ShineEye is a community safety information service for Nigeria, operated by TECHWITHLEE. These terms explain how you may use the app, website and related public pages. Read them together with the privacy policy and safety and community rules. ShineEye does not provide police dispatch or emergency response. Posting a report does not automatically notify an authority. If someone is in immediate danger in Nigeria, call 112 or contact the appropriate emergency service directly.
Accounts and access
You must be at least 18 years old to create an account or submit alerts. Use a phone number you control, keep verification codes private and do not impersonate another person. Phone verification confirms access to a number; it does not confirm the truth of reports or a person's official identity. Some report information and eligible guest responses are available without signing in. Posting alerts, following incidents, submitting in-app moderation reports and accessing restricted evidence may require an account. Access also depends on the feature's location, safety and eligibility rules.
Reports and evidence
Report what you reasonably believe to be accurate. Distinguish what you witnessed from what you heard from someone else. Choose the relevant category, confirm the incident location and review the information before submitting it. Kidnapping, Missing Child and Road Accident reports require a meaningful description and at least one photo or video. For other supported categories, the app explains whether media is recommended or optional. Voice notes support photos or videos; a voice note alone does not satisfy the evidence requirements. Never put yourself or another person at risk to obtain evidence. Do not trespass, obstruct responders, confront a suspect or disclose information that could place a victim or child in danger. Only upload material you have a lawful right to share.
Community responses and report status
Confirm, Deny and Not sure let people respond to a report. Use Confirm when you have a reasonable basis to support it, Deny when you have a reasonable basis to dispute it, and Not sure when you cannot assess it. Do not manipulate responses or use another account or device to inflate them. Guest responses and signed-in votes are handled differently under the product's participation rules. Proximity checks, available evidence, community responses and moderation can affect a report's status or visibility. None establishes an official finding by the police or another public authority. Labels such as Pending verification, Community verified, Under review, Unconfirmed and Admin- verified describe ShineEye's assessment or workflow. Severity describes the potential seriousness of an incident, not proof that it occurred. An expired or closed report does not necessarily mean the danger has ended.
Prohibited use
Do not submit deliberately false reports, misleading accusations, threats, harassment, hate speech, private information without a lawful reason, spam, impersonation or unlawful content. Do not publish instructions that facilitate violence, organise vigilante action or encourage people to approach danger. Do not create, request, upload, share, promote or facilitate child sexual abuse material, grooming, sexual exploitation, sexual extortion or other abuse of a child. Our child safety standards explain how to report concerns safely. Do not bypass access controls, interfere with the service or collect other people's information without authorisation. Reporting tools must not be used to harass others or suppress genuine reports.
Content rights and public visibility
You keep any rights you hold in material you submit. You give TECHWITHLEE a non-exclusive permission to host, process, display and moderate it to operate ShineEye, provide the features you use and meet lawful safety or legal requirements. This permission does not override privacy rights or authorise unrelated commercial reuse of your content. The permission lasts only as long as necessary for those purposes and any justified retention. The privacy policy and deletion page explain your options. Other people may already have copied publicly available information; ShineEye cannot directly erase copies held independently by them.
Moderation and review
We may restrict visibility, remove content or suspend an account where needed to address a breach of these rules, protect people or comply with law. Known CSAM is handled under the child safety standards. We use proportionate restrictions and consider relevant context. To flag content, use Report this alert or Report this evidence where available, or email support@shineeye.ng. To question a moderation decision, provide the alert identifier and a brief explanation. Do not attach suspected abuse material. A review request does not guarantee reinstatement or prevent urgent protective action.
Privacy and leaving ShineEye
The privacy policy explains our use of personal information. You can stop using ShineEye and request deletion through the account deletion page or the available in-app path. Completion requires deleting the account and associated personal information, subject to specific lawful exceptions. Account suspension is not a substitute for deletion.
Availability and service limits
Community reports, maps and notifications can be incomplete, inaccurate, delayed or unavailable. Network access, permissions and device settings affect delivery. Use available information with care and follow instructions from the appropriate authorities. We may maintain or change the service. Where a material change affects your rights or access, we provide notice where required. These terms do not promise uninterrupted service or guaranteed personal safety.
Ownership and other services
TECHWITHLEE owns or licenses the ShineEye software, name and visual materials, except for user content and third-party material. Your access does not transfer ownership of those rights.
Maps, messaging, hosting, authentication and storage depend on other providers. Their applicable terms may also affect use of their services. This does not remove TECHWITHLEE's own legal responsibilities to you.
Responsibility and legal rights
ShineEye does not guarantee that a report or status is accurate or that an incident will be prevented. These service limits do not exclude responsibilities or remedies that Nigerian law does not allow us to exclude. Nothing in these terms waives your statutory consumer or data protection rights, or excludes liability where doing so would be unlawful.
Questions and changes
Contact support@shineeye.ng with questions or complaints. We encourage direct discussion, but you remain free to approach the appropriate regulator or court without first obtaining our permission. Nigerian law governs these terms, subject to any mandatory rights that apply. A competent court may hear a dispute. If a provision is unenforceable, the remaining provisions continue to apply to the extent lawful. We update the terms when necessary and provide notice or seek acceptance where required. The effective date identifies the version in force; a separate revision date may identify editorial changes.
